Refuse Collection & Disposal Supervisor- *Current Employees ONLY*

This position will be responsible for performing physical checks to verify addresses, determine occupancy and or vacancy on returned bills, to ensure proper billing status, and establish price for limb pickup for County residents. This position will also be responsible for updating and maintaining E-911 reports and verifying property owners through tax records. The supervisor also interviews, hires, trains, and oversees employees involved in waste collection and disposal. Assigns personnel and equipment in order to accomplish scheduled collection and disposal in an efficient and safe manner. Ensures that equipment is maintain routinely and properly. Performs spot checks on routes to ensure that duties are being performed in the manner required. Assists public with questions and problems.

Essential Job Functions

A. Responsible for interviewing, making hiring recommendations to superintendent, training new employees and handling payroll

  1. Interview candidates to fill positions for laborer and Refuse Truck Driver and make hiring recommendations.
  2. Trains new employees on the County’s proper methods and procedures for picking up trash and/or garbage.
  3. Advises drivers on the safe operations of trucks, including daily pre trip inspections, and post trip duties.
  4. Responsible for assisting employees under supervision with workers compensation needs such as medical treatment post-accident.
  5. Record employees’ time bi-weekly into the system by time sheet. Record days missed and file that information. Make sure every employee has all equipment needed to record and document time worked.

 

B. Responsible for supervising and directing the daily activities of the Sanitation Department employees to include dispatching drivers and crews, observing work methods, and ensuring equipment maintenance.

 

  1. Analyzes manpower availability and makes any necessary adjustments in assignments to trucks and routes and notifies drivers.
  2. Follows trucks to observe workers in order to verify that work is being performed in a safe and efficient manner.
  3. Observes and follow up with employees in order to ensure that equipment is operated and maintained in accordance with the established procedures.
  4. Complete sanitation employees’ performance appraisals.
  5. Makes disciplinary recommendations and assists superintendent with disciplinary actions.
  6. Corrects minor safety or other rule or procedure infractions.
  7. Responsible for adjusting routes to fit the growth of the county roads and subdivisions.

 

C. Responsible for recording daily, monthly and yearly records on all vehicles in the sanitation department. That includes tonnage, mileage, fees and residential disposal count.

 

  1. Keeping track of the daily mileage, fuel and tonnage and time reported to and from dumpsite on all garbage and trash trucks in the department.
  2. Record daily driver address complaints. Address the resident with complaint and resolve it.
  3. Record and keep track of the daily and monthly residential disposal count.
  4. Record and report the monthly cost, tonnage, residential count, revenue, trash and garbage pickups and fuel usage.
  5. Responsible for the annual budget in the department.
  6. Record and report the annual cost, tonnage, tipping fees, and revenue in the department.
  7. Compile information from the daily route sheets after office personnel have finished in order to complete daily and monthly reports.

 

D. Responsible for a variety of other duties within the Sanitation department to include, assisting the public with questions, completing monthly reports, coordinating special projects when needed such as county wide clean-up projects, and verifying addresses of new and current customers to stay current on the billing list.

 

  1. Follows up on customer complaints to determine the cause and corrective action needed.
  2. Responsible for verifying addresses obtained from various lists in order to establish information on new customers so they can be added to billing list.
  3. Responsible for notifying business owners when they are past due and make payment arrangements with them.
  4. Receive and dispatch messages on a two way radio.
  5. Coordinate special projects such as county wide clean ups in its entirety to include scheduling the employees and assigning the routes.
  6. Report progress made during special projects to superintendent and keep them abreast of status and completion time.
  7. Responsible for physically checking requests for limb pickup from County residents, establishing price, and calling customers back with pickup information.
  8. Assists in writing up trash tickets and check against billing each afternoon once all garbage trucks are on the yard.
  9. Will occasionally be responsible for picking up garbage placed on the route after a truck has already completed the route.
  10. Assists with telephone in office as needed.
  11. Organize and contact Town officials about monthly clean ups or as needed.
  12. Monitor and record any dumpsites that are in the county.
  13. Operate garbage and knuckle boom trucks when needed.
  14. Reconfigure and maintain routes according to county growth.

 

E. Responsible for updating vacancy and E-911 list. Assist with billing corrections, setting up new accounts, getting policies ready for mail out to new customers, and writing up trash tickets. Perform tasks to verify and determine property owners through tax records, maps and site checks.

 

  1. Will be responsible for ensuring that the property owner matches the service address.
  2. Will be responsible for performing physical checks based on returned bills to determine occupancy and determine address.
  3. Responsible for physically verifying vacancy of a service address upon receipt of a request from customer to discontinue service.
  4. Perform ongoing checks to ensure that properties listed as vacant continue to be unoccupied.
  5. Perform ongoing E-911 updates to include physically checking a new addresses as they are added.
  6. Will be responsible for updating vacancy list from information provided from physical checks from E-911 and inactive customer listing.
  7. Update E-911 lists from reports received from the E-911 board and physical checks.
  8. Will assist Billing Supervisor with billing corrections from returned bills or notices.
  9. Will assist with setting up new accounts in the computer system.

 

F. Oversees the proper equipment and vehicle maintenance in the Sanitation Department.

 

  1. Checks vehicles weekly to make sure that they are cleaned inside and outside.
  2. Obtains work orders as needed for repairs on equipment.
  3. Oversees the periodic maintenance on Sanitation vehicles.
  4. Work with the shop foreman to expedite repairs and get trucks into shop for regular maintenance.

 

G. Oversees the timely delivery of cans to new and current customers. Keep records of can placement for routine pickup, inventory, destroyed cans, and incident reports.

  1. Oversee can being delivered in an efficient and timely manner.
  2. Train employees on proper way to record daily activity of residential cans.
  3. Oversees can removal and placement of can for garbage service.
  4. Keep record of destroyed cans and all police reports involved in an incident. File all reports of incident and record on spreadsheet along with any financial collection.
  5. Responsible for the inventory of all supplies and accessories for cans and supply of cans.

 

H. Responsible for maintaining correct information given from all computer systems in office and in the field of work. Requires the uses of software systems to obtain information stored in the systems daily.

  1. Keep track of information transferred from the garbage trucks to the computer system.
  2. Maintain and check the hardware in the garbage trucks periodically to make sure it’s functioning to its best ability and accurately.
  3. Use Systems to gather and retrieve information transmitted daily.
  4. Responsible for locating any and all missing or stolen cans in the county.
  5. Responsible for keeping an accurate count of cans
  6. Maintain the regular service updates for scanners.
  7. Responsible for recording and correcting any RFID problems.

 

I. Responsible for any legal obligations that are in correspondence to the Sanitation department.

  1. Obtain warrants as needed for stolen or destroyed county property.
  2. Attend court as required
  3. Sign small claims for non-payment of destroyed cans
  4. Obtain release letters for new commercial customers ( i.e. trailer parks, apartment complexes)
  5. Issue criminal littering letters for dumping and deciding whether to carry to court or charge for clean-up.

Knowledge, Skills and Abilities

  1. Knowledge of the operation of vehicles used in the Sanitation department.
  2. Knowledge of the geographic layout of the County, including roads.
  3. Knowledge of safe driving and procedures, to include traffic rules.
  4. Ability to read maps and operator manuals and instructions.
  5. Ability to complete routine forms and reports.
  6. Ability to work independently.
  7. Ability to operate sanitation equipment.
  8. Ability to communicate verbally in order to provide instruction to crew members and to deal with the public.
  9. Ability to determine when and what type of maintenance is needed on vehicles and equipment.
  10. Ability to plan and organize effectively.
  11. Ability to read tax maps and other tax records to verify ownership of property.
  12. Ability to interact with the public and provide information in a polite and efficient manner both in person and on the phone.
  13. Ability to understand verbal communication and respond appropriately.
  14. Knowledge of basic office procedures, practices and equipment to include computer, calculator, copy machine and fax machine.
  15. Ability to enter information into a computer database in a timely and efficient manner.
  16. Ability to perform moderately complex mathematical calculations.
  17. Ability to make decisions in accordance with precedents and regulations and apply them to work situations.
  18. Ability to operate and keep up maintenance of a county owned vehicle.

 

Minimum Qualifications

High school diploma or G.E.D. certificate plus three years of experience in waste collection and disposal using typical equipment, such as a packer truck and knuckle boom truck. Must have at least two years of supervisory experience, including one year of general office experience and the ability to use tax records and maps or an equivalent combination of education and experience. Prefer individual with experience driving a truck and directing a crew.

Other: Valid Class B Alabama Commercial Driving License
