Essential Job Functions
A. Trains, supervises, and evaluates the staff in the Assessing Department in the Revenue Commissioner’s office.
1. Trains & evaluates Revenue Clerks who have been assigned to the Assessing Department.
2. Plans and coordinates work for the Revenue Clerks in the Assessing Department.
3. Supervises and assists in the assessment of real property.
4. Performs spot checks in order to assure quality of work.
5. Answers and routes telephone calls or takes messages.
6. Assists the public in obtaining copies of tax records.
7. Responsible for final checks on all new property assessments each year.
B. Oversees the maintenance of tax assessment records and assists the public as needed with questions and problems.
1. Assures that all assessment cards are coded and filed correctly.
2. Assists property owners in locating tax records.
3. Prepares necessary correspondence for property owners.
4. Directs and oversees the maintenance of record keeping and related department correspondence.
5. Receives complaints and questions from the public, responds to specific inquiries, and assures that all customers receive priority service.
6. Responsible for contacting property owners for additional information to assure a more accurate assessment of their property.
7. Ensures that qualifying citizens receive most appropriate available exemption.
8. Responsible for mailing tax records to the public per written request.
Knowledge, Skills, and Abilities
1. Knowledge of The Code of Alabama as it pertains to property assessment.
2. Knowledge of the principles of management and supervision.
3. Knowledge of the Revenue Commissioner’s policies and procedures.
4. Knowledge of business English, spelling, and mathematics.
5. Knowledge of office practices, procedures, and equipment.
6. Ability to read and understand written instructions, directives, manuals, laws and regulations.
7. Ability to provide guidance and instructions both orally and in writing to new employees and the general public.
8. Ability to communicate both orally and in writing with subordinates, peers, and the general public in a professional manner.
9. Knowledge of computers, related computer equipment, and basic software programs.
10. Ability to train and assign work to co-workers as may be required by the position.
11. Ability to establish and maintain effective working relationships with other employees and the public.
12. Ability to read and comprehend legal documents, state laws and regulations, court decisions, and business records.
13. Ability to communicate both orally and in writing with individuals such as co-workers, tax payers, government officials, and attorneys in order to obtain and provide information.
14. Ability to effectively operate standard office equipment.
15. Knowledge of Probate Judge’s office concerning deeds and mortgages.
16. Ability to sit and stand for long periods.
Minimum Qualifications
High School diploma or G.E.D. certificate plus five years of experience working in a public office engaged in assessing and collecting property taxes, or an equivalent combination of education and experience in a similar environment. Must have some progressive supervisory experience.
