Chief Appraisal Supervisor - Starting Salary $25.65

Supervises appraisal division of the Revenue Department. Oversees and participates in appraisal and valuation of real and personal property which is subject to ad valorem tax. Trains and instructs other personnel using the methods outlined in the Alabama State manuals for appraisal, mapping and personal property. Conducts market studies and compiles sales data and construction costs. Under the administrative direction of the Revenue Commissioner, the Appraisal & Mapping Administrator supervises the work of Real Property Appraisers, Personal Property Appraiser, Mapping Technicians, support staff and any other personnel assigned to the Appraisal & Mapping Department. The Appraisal & Mapping Administrator conducting ratio studies, index studies, and land value studies.

Essential Job Functions

A.            Conducts appraisals on new construction, additions to existing property, appraise personal property, and conduct reappraisals as required

1.             Appraises real property using Alabama Appraisal Manual, to include industrial, commercial, residential and rural farms and home sites and income producing properties such as apartments using income and expense statements.

                2.             Determines factors, such as sales data, which are to be considered in raising or lowering  the  appraised value of property

3.             Prepares compliance ratio studies for Alabama Department of Revenue to be used to determine if a county wide appraisal is to be made   or if the values can be trended to full value.

4.             Resolves complaints with the general public involving appraisals to be used for property tax calculations.

5.             Performs mapping functions when necessary and trains and instructs mapping personnel.

 

B.            Gathers and analyzes data for use in appraisal of property

                1.             Gathers current sales data, confirms data through Realtor and instruments recorded in Probate.

                2.             Analyzes data in order to establish trends of high/low sales prices (Sales ratio indices),  development trends, and current use of property

3.             Compare sale price of property to county appraisal to develop a trending factor for annual re-appraisal.

                4.             Analyzes and interprets financial statements in order to properly assess personal property.

 

C.            Supervises and oversees the appraisal division of the Revenue Department

                1.             Plans organizes and schedules property appraisal in order to meet collection schedule

                2.             Coordinates appraisal activities with data processing, state agencies, and mappers.

                3.             Participates in hiring decisions for personnel to be assigned to the division.

4.             Trains new employees and supervises personnel involved in appraising property and gives technical assistance to subordinates.

                5.             Reviews the work of the division to assure compliance with departmental and other  standards

                6.             Assists the public, attorneys, and others in locating property and explaining procedures  for establishing value of property.

                7.             Serves as County representative during Board of Equalization hearings and testifies in court on the validity of appraisals.

 

D.            Additional Job Functions

  1. Supervises the mapping department and oversees the maintenance of the Property Tax Mapping Program. Plans and implements in-house training programs. Assists mapping technicians with problems in performance of their duties.

 

Knowledge, Skills, and Abilities

1.             Knowledge of the Alabama Appraisal Manual and the Alabama State mapping specifications.

2.             Knowledge of building construction components and materials.

3.             Knowledge of the principles of management and supervision

4.             Knowledge of filing and records management, particularly as it pertains to the Revenue Department

5.             Knowledge of basic mathematics in order to analyze and interpret financial statements and other records affecting property valuation, and to compute construction costs, land values, and sales ratio indices

6.             Knowledge of geometry sufficient to calculate acreage of property

7.             Knowledge of the current practices for tax appraisal, mapping and assessment calculations

8.             Ability to communicate verbally with property owners regarding appraisal figures and guidelines

9.             Ability to complete complex forms and records relating to tax assessment

10.          Ability to read and understand maps, legal descriptions, laws, guidelines, policies, procedures and complex technical manuals

11.          Ability to sketch buildings and other relevant features of property

12.          Ability to plan, organize and assign the work or the appraisal division

13.          Ability to operate basic and specialized office equipment including a calculator, drafting tools, and computers

14.          Ability to analyze and interpret financial statements, compile construction cost data, sales data, and establish tables of construction cost and land values

15.          Thorough knowledge of Geographic Information System ArcGis. Database and spreadsheet programs.

16.          Comprehensive knowledge of statistical analysis as applied to mass appraisal.

 

Minimum Qualifications

                Associate Degree in business administration, public administration, accounting, or related field plus 5 years of experience in property appraisal, or an equivalent combination of education and experience. Completion of courses in appraisal offered by professional appraisal societies, such as IAAO or SPA preferred.
